GOSHEN -- A grand jury has handed up a murder indictment in the Feb. 2 slaying of Randy Kizer, 21, of Port Jervis.

Todd Sinclair, 26, of the Village of Florida was indicted indicted Monday on charges including second-degree murder, first-degree manslaughter and felony weapon charges. The indictment also charges Sinclair with felony reckless endangerment.

At the time, Port Jervis police said Sinclair had followed Kizer's car through Port Jervis before cutting him off on a side street. Kizer got out of his car; Sinclair met him, gun in hand, police said. Kizer jumped back into his car, police said, but Sinclair shot him through the driver's side window, despite the presence of passengers in Kizer's car. Police called the shooting "unprovoked."

Sinclair remains in Orange County Jail without bail, pending arraignment in Orange County Court.
